Plants up to 1 full square away (visible in build mode) will receive water when the Sim completes the animation.
Plants no longer need to be watered as often, and at the same time there is an area of effect to watering and weeding. With the Sims 4 Seasons release, all players received a free patch that overhauls the Gardening Skill. You can now set your skill level with t_skill_level major_gardening x (fill in 1-10) - we also have a full listing of Skill Cheats and a master list of Cheats in The Sims 4 Press Control + Shift + C then type testingcheats on and press enter.
